Erection of buildings according to zoning distribution:

Regulations apply to the area bordered by Piroskai Road belonging to the Town of Szolnok and the site of Tiszamenti Chemical Works and the Kiskunfélegyháza-Kecskemét railway track (C.14)

Large investors’ zone

Private property serving industrial production purposes belong to the not clearly specified (mixed character) category 2 “other industrial zone” building zoning group, governed by the following building regulations:

Smallest building site to be formed:
– minimum width : 100 m
– minimum length: 100 m
– minimum area: 20,000 m2

Approved form of building up: plant like
– Specified front garden: 15 m
– Maximum height for buildings on the site: 10,5 m
– Maximum built up ratio: 40 %

100% of the car parking places calculated according to § 34 (5) in the City of Szolnok Building Regulations must be created within the site.

Commercial-service investors’ zone

Private property serving commercial purposes belong to the not clearly specified (mixed character) category 2 “other industrial zone” building zoning group, governed by the following building regulations:

Smallest building site to be formed:
– smallest building area: 2,000 m2

Approved form of building up: plant like
– A front garden defined in the zoning plan must be created
– Maximum built up ratio for the site: 60 %
– Maximum height for buildings on the site: 10,5 m

100% of the car parking places calculated according to § 34 (5) in the City of Szolnok Building Regulations must be created within the site.

Small and medium-size investors’ zone

Smallest building site to be formed:
– minimum width: 35 m
– minimum length: 40 m
– minimum area size: 2,000 m2

Approved form of building up: detached
– A front garden defined in the zoning plan must be created
– Maximum built up ratio for the site: 40 %
– Maximum height for buildings on the site: 10,5m

100% of the car parking places calculated according to § 34 (5) in the City of Szolnok Building Regulations must be created within the site.

General regulations applying to the whole are of Szolnok Industrial Park:

The general regulations below apply to the whole area of Szolnok Industrial Park.
– Required standard of public utilities: full
– Forestation is mandatory on the boundaries of the site bordering on public areas
– 20% of the site must be covered with vegetation and maintained accordingly
– One or two lines of trees and shrubbery are mandatory on site boundaries bordering on public areas.

The following auxiliary buildings are allowed:
– garden shed,
– edifices under surface level,
– garbage container,
– display cabinet,
– edifice housing connection to public utilities, garden pool,
– silo, bulk, liquid and gas container,
– detached wind engine, aerial pole or flagpole of maximum 6 m height
– greenhouse, hothouse, vinyl greenhouse

The above buildings are not included in the built up ratio of the site.

Other regulations applying to the whole area of Szolnok Industrial Park

– The ground level of the building sites must be filled up to a height of 87.5 mBf. The materials used for the landfill must be supplied from legally operating mineral quarries.
– Requests for a construction licence must be accompanied with an expert’s report on soil mechanics.
– In public areas buildings or auxiliary buildings must not be erected even on a temporary basis.
– The surface of access roads on areas marked Category I traffic areas on the zoning plan must be built to accommodate transport vehicles of up to 25 m axial distance and 40 t of gross weight
– Within the front gardens designated in the zoning plan only fences and reception buildings directly attached to the fences can be erected.
– The site of the pond basin referred to in paragraph (1) must be declared a legally operating mineral quarry.
– The green area marked z2 is designated to include a pond within which at least 75% must be covered by water surface.

Regulations on public utilities & the improvement of sites:

– Buildings or utility networks becoming obsolete for any reason must be demolished. Pipelines with no function must not be left in the ground.
– Due to the high ground water level and the threat of internal water, construction of public utility networks must be in harmony with expert’s opinion on soil mechanics.
– Sewage water generated on the plan area must be drained exclusively through the public sewage canals. The use of any utility substituting system cannot be allowed even for a temporary period. (Not even for a closed, water insulated sewage pit!)
– In case the contamination level of discharged sewage water in the zones does not meet the requirements for being channelled into the public canal, the excess contamination must be treated within the site with appropriate methods to reach the acceptable contamination levels.
– Rainwater accumulated on the plan area must be channelled through a sediment trap into a precipitation reservoir created for this purpose. The reservoir and connected structures must be built in harmony with a water law implementation licence.
– The builder (investor) is obliged to meet the vegetation planting requirements within the site before the operation licence is granted.

Regulations on noise & vibration protection:

– The Industrial Park allows the settlement of facilities with noise emission levels meeting the dual requirements below:
– Noise emission at the site border does not exceed 70 dB (A) 13-111:1985.3.2. Article of the Hungarian Standards Regulations.
– The noise emission level reaching the neighbouring site’s office block (functioning as offices, conference rooms, display rooms, etc.) as the façade to be protected, does not exceed 60/50 dB. If the same building façade is loaded with noise emissions from several sources, the combined load cannot exceed 60 dB.

Build up obligations:

– The buyer is obliged to build up the site in 3 years after getting in possession of it and start operation in the erected facility.
– Ownership takes effect on payment of the sale price.
– Payment for the site must be facilitated prior to application for a construction licence.
– In case of a special agreement /e.g. part payments, lease/, a separate contract must be signed with Szolnok Industrial Park Ltd.
Following the signing of the sale or lease contract:
– the site must be marked out by Szolnok Industrial Park Ltd.,
– the marked-out site must be officially taken over attested by minutes.

Protective distances, protective areas:

– Protection of public utilities may result in certain limitations related to the position of the site.
– The site falls under construction restrictions due to the protective area of a utility.
– On a particular part of the site indicated in the plans as falling into a protective area, a building can be erected only according to a detailed regulation plan.
